She arrived on Monday as Russia's Lower House of Parliament rejected the appointment of Viktor Chernomyrdin as Prime Minister. The 'No' vote against Chernomyrdin came despite warnings the country is on the verge of political and economic collapse. Albright arrived in the Russian capital, Moscow for the forthcoming two-day Russian-U- S summit with President Boris Yeltsin. President Clinton is due to leave the U-S shortly for Moscow. On her arrival, Albright met with her Russian Foreign Minister, Yevgeny Primakov. U-S officials acknowledge that with Russia in economic turmoil and Yeltsin's Cabinet in flux, the two-day summit represents something of a gamble. But the President himself says keeping the date with Yeltsin is an important signal of U- S confidence in Russia's evolving democracy.
