Albright arrived from the Balkans, where she had toured Croatia and Bosnia. President Clinton leaves the U-S shortly for Moscow for the summit with Boris Yeltsin. U-S officials acknowledge that with Russia in economic turmoil and Yeltsin's Cabinet in flux, the two-day summit represents something of a gamble. But the president himself says keeping the date with Yeltsin is an important signal of U-S confidence in Russia's evolving democracy.
