I personally found this easiest to complete by equipping any Tomahawk and heading to Appleseed Timber Co. at Monto's Rest, just Northeast of Strawberry. Then, I killed some of the deer, birds and coyotes around the outskirts of the camp, and laid their carcasses at various points in the area to attract some birds of prey. You can wait in the nearby cabin to watch for birds like Eagles, Crows and Ravens as they swoop down to scavenge the corpses - this is when you'll want to pop out, sneak up on them and hurl your Tomahawk for the kill!
