I personally found this easiest to complete by equipping any Shotgun with either Incendiary Shells or Explosive Slugs, then heading to Hanging Dog Ranch, far West of Valentine. Then, you can sneak into the back of the barn and begin laying waste to all of the enemies inside. Since the Explosive Slugs require only one shot per kill, you should make quick work of this challenge. They're very easy to craft also, as they only require 1 Shotgun Slug and 1 Animal Fat! Fighting it out in the barn protects you from the enemies firing long-ranged rifles from across the camp, and allows you to excel at the close-quarters combat that shotguns prefer.
