(12 Sep 1997) T/I: 11:26:51 GS 10:00:00 US Secretary of State Madeleine Albright wound up her visit to Israel and the Palestinian territories on Friday (12/09) without making any major progress towards the resumption of peace talks Speaking at a press conference after a final meeting with Yasser Arafat in Ramallah, Albright said their meeting had been constructive. Earlier Albright made an address on Palestinian radio in a bid to convince Palestinians to launch an offensive against Hamas and Islamic Jihad militants who have been behind the recent Palestinian violence. But Albright's message has angered Palestinians who insist it is not Islamic militants but Netanyahu who has thrown the peace process into a seven-month deadlock, particularly by his policy of Jewish settlement expansion.
