The top U.S. nuclear envoy said the United States is willing to meet with his North Korean counterpart even if talks take place in Pyongyang. Amb. Sung Kim, special representative for North Korea policy, made the unusual offer on the 10th anniversary of the September 19 Joint Statement of the Six-Party Talks aimed to denuclearize the North. In the Joint Statement of the long-stalled six-way dialogue, North Korea agreed to abandon all nuclear programs. Kim said what's most important to the U.S. is Pyongyang's commitment to denuclearization in meaningful and credible negotiations in a verifiable manner. South Korea, the United States and Japan are set to hold three-way security talks in mid-October in Seoul to discuss changes in Japan's defense policy and the North Korean nuclear issue. The Japanese side is expected to explain the just-amended security laws allowing Japan's armed forces to take part in combat even when the country is not under direct attack.
