The European Union's foreign policy chief has called developments in Afghanistan "a catastrophe and nightmare". Josep Borrell said there has been a failure of intelligence to anticipate the Taliban's rapid return to power. About 100 EU staff and 400 Afghans who worked with the EU and their families have been evacuated. They have landed in Madrid and will be relocated among the bloc's 27 states.
