(30 Jun 1998) English/Nat U-S Secretary of State Madeleine Albright has taken time out during her visit to China to talk about the situation in Kosovo. Speaking during a visit to a legal assistance centre in Shanghai, she called the violence in the rebellious province unacceptable saying Serb President Slobodan Milosevic was "digging himself into a hole". The U-S Secretary of State is in Shanghai for a round of talks with Chinese officials. But her mind was on escalating violence in the Serb province of Kosovo. SOUNDBITE: (English) "Well, first of all, I think we all agree on the fact that the violence in Kosovo is unacceptable in terms of the situation there for the people - the creation of refugees and the fighting. And the contact group had agreed that it was very important to get Milosevic to withdraw his forces and the army as well as the special forces. I think we all agree on the fact that Doctor Rugova needs to be supported. And we think it is important that there be a broadening base of support for him. But he is, we think, the person that needs to be leading the talks. And the talks themselves have to be substantive. We believe also that there needs to be a diplomatic solution to this. I don't think the problems are differences among us and the Europeans. The problems are that Milosevic is digging himself into a hole deeper and deeper in terms of increasing the level of violence. The U-S administration hopes that the visit by Clinton and Albright will lead to closer ties and more cooperation between the two nations on economic security issues.
