The leaders of Estonia, Latvia, Lithuania and Poland insist on the transfer of frozen Russian assets to Ukraine. In a letter addressed to the European Commission, the heads of state propose to use the 300 billion euros of frozen reserves of the Central Bank of the Russian Federation to begin the restoration of Ukrainian cities and payments to internally displaced persons.
