Soldiers taking her into jeep STORYLINE: Clashes broke out in the tense West Bank city of Nablus on Sunday as Palestinian youths threw rocks at Israeli tanks patrolling the streets. The soldiers responded with gun fire and tear gas, but there were no reports of injuries. Meanwhile in Ramallah, the head of the International Committee of the Red Cross (ICRC) Jakob Kellenberger, met with Palestinian leader Yasser Arafat to discuss the humanitarian crisis facing the Palestinian people. Speaking from outside Arafat's destroyed compound, Kellenberger said it was important for him to assess the situation on the ground. Arafat talked to the opportunity to talk to the press about the contentious issue of Jerusalem, which is claimed by both Israel and the Palestinians, and his decision to sign Palestinian legislation defining Jerusalem as the future Palestinian capital. Israel captured eastern Jerusalem from Jordanian rule in the 1967 Mideast war and annexed it shortly afterward. Although Palestinians have long stated their intention to make east Jerusalem their capital, the new law is, for now, symbolic only as Israel has full control over both parts of the city and Prime Minister Ariel Sharon has pledged not to redivide it. In Hebron, a Palestinian girl was arrested for trying to stab a soldier whilst passing through a checkpoint. Palestinians deny the claim saying the girl was framed, and that the kitchen knife it is alleged she tried to use was planted on her. The Israeli army is investigating the incident. All this comes as the foreign policy chief of the European Union (EU), Javier Solana, arrives in Israel for peace talks with Israel's Defence Minister Binyamin Ben-Eliezer and Foreign Minister Shimon Peres on Sunday, and with Yasser Arafat on Monday.
