Sen. R. J. Palmer Responds to Need for Senate Bill 1

Senate Bill 1 is a constitutional amendment that would let voters decide whether a legislative panel would be created to develop a process for blocking executive branch regulations found to be deficient. The legislation is partly in reaction to Gov. Steve Beshear's establishment of a state-run health exchange enabled by the Affordable Care Act. Senate Minority Leader R.J. Palmer (D-Winchester) addressed those concerns. He testified before the Senate State and Local Government Committee on January 29, 2014.
