"Side Mission: Most Wanted 1/9: Enigma (Extortion File #4 Location Guide: Data Handler & Datapacks)"—The first part of the "Enigma Most Wanted" side mission involves shutting down his networks in each of Gotham City's districts*. After that, the second part of this side mission involves locating hidden datapacks** (200 in total) spread throughout the city's districts. As groups of datapacks are found, they unravel extortion files (20 in total) on Gotham's leaders (for blackmail) that Enigma threatens to release to the public. Their locations are plotted on the map by interrogating Engima's data handlers in each district. Data handlers are usually mixed in with a group of thugs, and when detected and scanned, they are identified by a green aura. Note: It's suggested to wait until the end of the game (in free roam) to complete this portion of the side mission since many of the datapacks can't be obtained without the use of certain gadgets (which are naturally obtained during the story mode). In this segment, the data handler (DH) and the 10 datapacks (DP) that comprise Extortion File #4 (Shiva #1) are found in the Bowery district. DH = On the ground below the Gotham Light & Power signs. DP#1 = Below the GCR tower and to the right of the horse statue. Spray Explosive Gel on all 3 unlit lights. Step on pad and detonate gel. DP#2 = The building beside Ace Chemicals. Charge up generator w/Shock Gloves. Walk over pads until the middle light in each column is lit in unison. DP#3 = Far south, shack behind Gotham Merchants Bank. Spray Explosive Gel on the weak wooden wall. DP#4 = West side, caged area. Use the Remote Claw and walk above pads (don't step on them). DP#5 = To the left of the Gotham Merchants Bank is a pad in an alley. Step on it, and throw a Remote Controlled Batarang under the cage at the green switch. Slide under cage to get it. DP#6 = East side, off to the side of the building in front of the Gotham City Light & Power sign. Locate the datapack attached to a wall, then go to the other side (across the bridge) and use the Crytographic Sequencer to release it. DP#7 = Go to the top of the building in DP36 (across from Gotham City Light & Power sign), then drop down to platform. DP#8 = Building diagonally across from DP#7. Step on pad, then throw a Remote Controlled Batrang at the green switch on the wall off to the left. (Look carefully.) DP#9 = To the right of DP#9, drop all the way down to the bottom. Spray Explosive Gel on the weak wooden wall. DP#10 = Inside Gotham Merchants Bank, under the floor grate in the back. Final Offer - Casino Concept Art unlocked.
