Nearly 12 years since the start of the Syrian Civil war, there's been little progress on brokering a peace deal. The 19th round of negotiations opens Tuesday in the Kazakh capital Astana, gathering representatives from Turkey, Russia, Iran, the Syrian regime and the opposition. The United Nations as well as regional stakeholders from Jordan, Lebanon and Iraq are also president as observers. So will this 19th edition be any different?
