However, with a little skill and patience it is possible to defeat him using only smoke. Here I do it on expert mode. It does not change the story or cutscene, but it was fun to do. Augustine tries to provoke you to use neon the entire fight. Tip: If you die during the fight, you restart with all your missiles and full smoke meter. Tip 2: You can build up a karmic bomb before fighting the boss and it will carry over into the fight.
