It was the third car bombing to hit a Shiite city on Monday. Police and hospital officials in Basra say the bomb exploded near a restaurant in the southwestern part of Iraq's second largest city. Car bombs also struck the country's two holiest cities for Shiite Muslims, Karbala and Najaf, killing 16 people. The attacks are a reminder that insurgents remain determined to destabilise the country. The talks aimed to break the eight-month deadlock over forming a new government.
