Autonomous wagon vs. Lawmen Glitch- Red Dead Redemption 2

Ten minutes into starting a ruthless bloodbath in Blackwater and zero lawmen coming to the towns rescue, I try to commandeer a driverless wagon out of town. Sounds simple enough, that is until the entire fleet of lawmen that should have spawned in decided to spawn in all at once.
