Brothers sentenced for high-speed chase, crash in stolen Kia that killed 92-year-old man

Rochester, N.Y. (WHAM) — Two men who pleaded guilty in connection to a high-speed police chase and fatal crash in Brighton last year received their sentences Friday morning. Authorities said Theodice Parks was the driver in a chase Aug. 22, 2024, that reached speeds of approximately 100 mph from Rochester into Brighton, while his brother Theophilus rode in the passenger seat. The chase started after officers responded to a report of shots fired in the area of Clifford Avenue and Maria Street in Rochester, according to authorities. The third suspect, Trevan Simmons, ran and dropped an illegal gun in the backyard before jumping into the stolen Kia with the Parks brothers. The chase ended when the Kia collided with a vehicle driven by Thomas Chase, 92, who was turning left from East Avenue onto Elmwood Avenue in Brighton, according to authorities. Chase was killed upon impact. Theodice, now 18, pleaded guilty Aug. 4 to first-degree assault. He tried to withdraw his guilty plea on Friday, but Judge Richard Healy called him "a danger to the community" before giving him the maximum of 25 years in prison.
