The Tailed Beasts didn't exist in Naruto Part 1. The concept of 9 powerful chakra beasts that form the 10 Tails when combined wasn't something Kishimoto though of in the beginning of the series, but he retroactively added it in Naruto Shippuden with the concept of Jinchurikis as well. Aka another Naruto retcon. Let's analyze how Kishimoto's ideas evolved by taking a look at the Naruto vs Gaara fight when Gaara displayed the full power of Shukaku, which later would be known as the One Tail, when the Akatsuki goes after Gaara in the beginning of Naruto Shippuden.
