"By the Fates" is the final stage in a quest titled "I, Diona". You need to choose between two identical twins who the real Diona is. If you choose the wrong one, you kill an innocent person and Kythera will fall with her. It is quite easy to make a difference between the two. Diona is the one who is using "Fates" phrases and if you remember from an earlier quest, Priestess did not care about the girl who died, all she cared was a message.
