Horses are herd animals they like to be near other horses. Horses are also pecking order horses so they like to know their place, they are either higher or lower, so when meeting new horses, horses naturally like to figure out their position so when meeting new horses their will be some pushing and testing to if they are higher or lower. Of course when these horses have riders everything changes. So if the rider gets scared nervous or starts restricting or pulling or fighting with the horses then what was normal suddenly becomes abnormal and that is where problems pop up. Ride your horse by other horses, ride your horse by any and everything that he shows confusion, fear, curiosity or interest in. Teach him when you are on him that he can still be a horse, but he has to be a that listens and pays attention to you. If you act like a human, then your horse will not see you as a higher horse. Act and think like a horse and your horse will find comfort and security by listening and cooperating with you. It is up to you, your horse will mirror you and your actions. If you confident, smooth, secure and understanding, so will your horse.
