After defeating the naked android in the main quest in the desert come back later to encounter level 38 robots. They are easy, spawn fast and offer good xp. You need the right chips to level up between 20-99 in less than 1 hour. I started farming them at level 15-20, with right chips, otherwise better you go there with higher level (30+).
