North Korea watchers doubt the regime will abide by its international obligations any time soon, considering it has not slowed down with its nuclear program. "There is a possibility North Korea could use nuclear negotiations to try and loosen up international sanctions on the regime. But the North seems firm on its stance that it will not give up its nuclear program, so negotiations are unlikely."
