With the city in chaos, Scarecrow plans a large-scale attack using a fear toxin, forcing the citizens to evacuate. Meanwhile, a mysterious new enemy, the Arkham Knight, leads a militia to hunt down Batman. Throughout the game, Batman tries to stop Scarecrow's plans and uncover the identity of the Arkham Knight. He also struggles with the psychological effects of Joker's death, as Joker's presence continues to haunt him. In the end, Batman defeats Scarecrow and learns that the Arkham Knight is Jason Todd, the former Robin. After saving Gotham, Batman initiates the "Knightfall Protocol," faking his own death by destroying Wayne Manor, effectively ending the Batman legacy.
