Rafael Ramos Quiroz pleaded guilty to second-degree manslaughter Wednesday, and Pierce County Superior Court Judge Timothy Ashcraft sentenced him to four years, nine months in prison. That's what deputy prosecutor Kathleen Proctor recommended, as did Ramos Quiroz's attorney. The 31-year-old accidentally shot and killed his 21-year-old brother, Octavio Ramos, at their Spanaway home May 2.
