DOJ subpoenas Trump henchman Stephen Miller. Is he a target of the grand jury investigation?

One of Trump's speechwriters and senior policy advisors, Stephen Miller, was just subpoenaed to the grand jury, reportedly in connection with both the investigation into Trump's Save America PAC and the fake elector conspiracy that Trump tried to use to steal the election win from Joe Biden. Given that Stephen Miller was one of the Trump administration's public faces of the fraudulent elector scheme, might Stephen Miller be a target of the grand jury investigation?
