Demonstrate how activities will lead to desired outcomes and impacts When developing a monitoring and evaluation framework consider What are the objectives of the monitoring activities? What are the specific questions that need to be asked to measure the progress of the intervention? What information is needed to see if activities are being implemented in the way that was planned, and who can provide that information? What are the objectives of the evaluation? What are the specific questions that need to be answered to measure impact What information is needed to determine if the expected outcomes were accomplished? There is no set format but should cover the following An Introduction giving the purpose, scope and structure Details about the project or program, including the theory of change and logical framwewqork Approach to evaluation Monitoring approach, including indicators and reporting Data collection methods Responsibilities of who is doing what A bar chart with all the activities over time can also be useful A graphical diagram of the framework is also very useful Developing the framework and plan should be one of the first steps to be taken when starting a new program or project.
