Short answer to the title: No. Or at least not without glitches. The real question is: what is the minimum number of wanted stars I can earn in a single playthrough of GTA V story mode? Stay tuned to find out how low I can get that number. Rules: I am basing everything off of the stats page so any number added to "wanted stars attained" will count against me.
