You will find No Good Deed in Rhodes after you complete the mission "American Distillation" in Chapter 3. There is only 1 part to this mission so when you return the wagon it will be complete. Note: This mission is available from Chapter 3 but if you wait until Chapter 6 to complete it the dialogue will be a little different regarding Arthurs condition.
