Here is a quick and easy way to defeat Simmons in No hope difficulty. Break the 2 upper legs of the Fly first and try to stay close of him. When you see the cut-scene of him taking the needle, prepare to shoot the 2 other legs below before it comes solid and black. When you sucessfuly break the 4 legs, he will fall down.
