Why are some downplaying the importance of 'innocent until proven guilty'?

Over the last couple of years there has been growing movement of people who seem to think that the vitally important principle of 'innocent until proven guilty' is something that doesn't really matter that much, and that all allegations of a sexual nature would be treated as fact from the outset.
