Josh Devine begged for help for 12 minutes inside his burning cell at Indiana State Prison before officers arrived with a key and a fire extinguisher. He died after suffering second- and third-degree burns over his entire body. Nearly six years later, inmate Michael Smith died in another fire at the same prison.
