City council considers expunging marijuana records

CINCINNATI (WKRC) -- The city of Cincinnati considers trying to help thousands of people potentially get marijuana possession charges expunged. The city increased penalties for small amounts of possession in 2006, adding a criminal record to what used to be just a fine. Council repealed the rule in 2011. Anyone convicted during the period still has a record making it tougher to find a job. Councilmember Charlie Winburn wants to retroactively eliminate those convictions and several legal experts support the plan. "In this case what we're talking about is not creating a new burden or new impairment but actually undoing some harm, and that is not unconstitutional," said David Singleton of the Ohio Justice
