The investigation of a suspicious package that closed a downtown intersection for several hours last month ended with the stunning tackle of a man on a bicycle who ignored the police tape and proceeded to rifle through the bag. That man, Matthew Hughes, contacted WISN 12 NEWS to explain that he did it because he loves his city and didn't want to see anyone else get hurt.
