President Biden on Monday outlined steps the U.S. is taking to lower gas prices after the Labor Department said inflation hit a 40-year record in March. Mr. Biden announced the Environmental Protection Agency will be issuing an emergency waiver to allow a gasoline blend that includes 15% ethanol to continue to be sold into summer.
