ITMO  Aim is to establish bilateral or mini-multilateral markets like that of the EU Emissions Trading System.  Curing overall mitigation in global emissions.  Parties were strongly encouraged to cancel a portion of traded offsets to support overall mitigation at the time of finalizing its text at the 2019 UN climate change conference (COP25).  Setting aside a share of the proceeds from Article 6 for adaptation activities in the most vulnerable countries was the other issue.  Supported by the African group of countries, the G77 and China.  Opposed by the developed countries including the US and Europe as they saw it as a “transaction tax”.  Bilateral and multilateral.  No direct precursor but it would apply to markets like the EU Emissions Trading System.  Internationally Transferred Mitigation Outcomes, not standardized.  Promote sustainable development.  Ensure environmental integrity.  Avoid double counting.
