"Nikki's Rule" Broward County Anti-Tethering Law

An anti-tethering law proposed for Broward County (Fort Lauderdale) Florida. After many years of trying to get such a law passed, the Broward County Commissioners (Sponsored by my friend County Commissioner Martin David Kiar) make an effort to protect mans best friend. I had been ill with the flu for an entire week prior to this appearance and on this very same morning, my friend Scott Israel, was sworn in as the Sheriff of Broward County. A very satisfying, albeit long day!
