Why Are the UK teams so Bad at Quidditch?

Has anyone else ever wondered why the British seem to be so bad at Quiddtich? For as good as Harry is as a Seeker and how important it is to the wizarding world, you'd think his home nation would be better at it. Today, I look to answer why and also why the Irish National Team seems to be more independent then the rest of the Irish wizarding population.
