GTA IV LCPDFR High Speed Police Pursuit - Useless Road Blocks

I tried using this new "Police Helper Mod" that lets you call in road blocks and bait cars. The flimsy roadblock was no match for this suspect. When I called in another one, the game decided to let me deal with it.
