More than 1,100 flights were cancelled and hundreds more were delayed Sunday morning as the federal government remained shut down for a 40th day. On Friday, the Federal Aviation Administration instructed airlines to cut 4 percent of flights at 40 major U.S. airports due to staffing shortages caused by the shutdown.
