Mafia II – Plot Summary Setting: The game takes place in Empire Bay, a fictional city inspired by New York, Chicago, and San Francisco during the 1940s–50s. Prologue: Sicily, 1943 Vito Scaletta, the protagonist, serves in World War II in Sicily, where he experiences his first taste of violence and combat. He returns to Empire Bay after being injured, granted a temporary leave. Chapters 1–3: Back in Empire Bay Vito reunites with his childhood friend Joe Barbaro, who helps him forge discharge papers to stay out of the army. Vito's family is in debt. His father died years earlier, leaving behind financial trouble. He does small-time jobs for Joe and meets Henry Tomasino, a member of the Clemente crime family, who gets him started in organized crime. Chapters 4–6: Life of Crime Begins Vito works his way up, running jobs for Clemente, including stealing stamps, smuggling cigarettes, and even committing a hit. Things escalate when a job leads to Vito’s arrest for stealing gas stamps. He is sent to federal prison. Chapters 7–9: Prison and Aftermath In prison, Vito meets Leo Galante, consigliere of the Falcone crime family, who protects him. After six years, Vito is released early thanks to Leo’s connections. He discovers Joe has become more established in the mob, and Henry now works for Carlo Falcone, a rival family boss. Chapters 10–12: Joining Falcone Vito officially joins the Falcone family, taking part in violent missions, including the massacre at a brothel and assassinations. They kill Luca Gurino, a Clemente enforcer, and eventually Don Clemente himself. Vito and Joe become made men in the Falcone family. Chapters 13–14: The Chinese Deal Henry proposes a drug operation with the Triads. Despite mob rules against drugs, they proceed for money. After paying a large debt to the mob using the drug money, Henry is brutally killed by the Triads in a public park. Vito and Joe retaliate, killing Triad boss Mr. Wong, but this causes chaos. Chapters 15: Consequences The Commission is angry over the unsanctioned drug trade and rising violence. Vito's house is burned down, and he's told by Leo Galante that he must fix things or face death. Vito and Joe go after Carlo Falcone, realizing he was behind the chaos, and kill him at his penthouse. Ending: A Final Betrayal After killing Falcone, Leo congratulates Vito but tells Joe he cannot come along. Joe is betrayed and likely killed, and Vito is powerless to stop it.
