Famine in Afghanistan: Will crisis force reset of relations with the Taliban?

Is tying humanitarian assistance to human rights the right course for Afghanistan? Aid agencies this week imploring the West and in particular the US treasury to allow money transfers to flow unhindered and to unblock desperately needed funds.  It is winter and the United Nations estimates that more than half the population doesn't have enough to eat. With famine and shuttered health care facilities come disease and a spike in epidemics like pneumonia. Are the Taliban fit to govern? Those who have fled or are hiding argue not. But then again, what happened during the two decades where they were out of power? Afghanistan has grown but also seems to have grown more dependent on outside assistance and with revenue nosediving, the country's left addicted to remittances and the drug trade.
