So far the Israeli's are not helping us enough in order to carry out out duties because they are besieging the cities, they are preventing the movement of the Palestinian security officers and they are even besieging every single town and that's apart from their daily and nightly invasions." 10. Nabil Abu Rdeineh speaking to journalist STORYLINE: Palestinian leader Yasser Arafat on Thursday met a Norwegian delegation at his office in the West Bank city of Ramallah to discuss a return to the negotiating table with Israel. European and US diplomats are in the region for talks with Israeli and Palestinian leaders as efforts to resume peace negotiations continue. Nabil Abu Rdeineh, one of Arafat's top advisers, said Israel was blocking the way for progress in the peace process. He said the latest Israeli incursions into West Bank cities are proof that Israeli prime minister Ariel Sharon is not interested in bringing the process back to track. Israeli troops entered Hebron before daybreak on Thursday and left a few hours later, after arresting four Palestinians, the army said. In Jerusalem, Israeli Foreign Ministry spokesman Arie Mekel said the incursions would continue until Palestinian attacks stopped.
