Top State official testifies in impeachment probe

David Hale, the highest-ranking career diplomat in the foreign service, is expected to shed light on why the State Department did not step up to defend its top envoy in Ukraine. Ambassador Marie Yovanovitch was abruptly removed from her post as Rudy Giuliani, President Donald Trump's personal lawyer, pushed a shadow diplomacy aimed at getting Ukraine to investigate Democrats. The State Department's third-ranking official is expected to tell investigators that political considerations were behind the agency's refusal to deliver a robust defense of the former U.S. ambassador to Ukraine.
