California governor declares state of emergency after oil spill

The governor of California, Jerry Brown, declared a state of emergency in Santa Barbara county after an oil spill from a ruptured onshore pipeline spread across 15 kilometers of ocean on Wednesday. Officials warned that up to 105,000 gallons may have leaked out and 21,000 gallons had reached the sea so far.
