The procedure is the same as that observed in inquiries conducted in higher courts: mainstream media articles attribute a "label" or "brand" to a group of people, and this is considered sufficient grounds for breaches of confidentiality, interrogations, searches and seizures, arrests, and confiscations. After conducting a thorough investigation of individuals and companies, in what is known as a "fishing expedition," the data is leaked to the mainstream media, which then launches a reputation-killing campaign that leads to further abusive measures. As several senators have noted, these procedures are commonly directed at independent media outlets, in an obvious attempt to eliminate competition, control information, and manipulate the Brazilian public. In an administrative inquiry at the Superior Electoral Court, following this type of procedure, Justice Luís Felipe Salomão ordered the confiscation of income from several individuals, websites, and conservative channels, including Folha Política.
