The DLC pack was originally designed to be a stand-alone minigame between the releases of Saints Row: The Third and Saints Row IV, but the development team instead used the crazy ideas that came up in designing Enter the Dominatrix to create the full fourth game in the series, but the Saints Row: Enter the Dominatrix storyline is design to still be its own unique and special chapter in the Saints Row phenomenon.
