Syria's eastern city of Deir Az Zor was devastated during years of fighting between ISIL, the Assad regime and the Syrian Democratic Forces (SDF). Local authorities are now attempting to rebuild, but only 10 percent of the city's 22 neighbourhoods are fully habitable. There is no electricity or running water, and 90 percent of residents remain displaced in camps across Syria. The mayor hopes to restore the city within five to ten years, but reconstruction efforts are severely hampered by a lack of funding. Al Jazeera's Bernard Smith reports from Deir Az Zor, Syria.
