Citizens are the royal capital individuals. They are given more rights to the city than the basic "Villagers", while the Highborne Villagers were more of those who traveled to a different city. They came from a different capital of the Highbornes, and especially the Highbornes who lived in Night Elven civilizations were only villagers and were never battle-equipped. The Citizens on the other hand were given more royal rights as they are part of the noble bred who were both born and lived in a specific capital city. They can walk around with a light staff, and although this staff isn't much of a battle-staff, they can still defend themselves fairly enough compared to Villagers. You can view these Highborne Citizens, as the people of the Great Grand Magistrix, Elisande, who ruled the ancient Highborne capital city of Suramar. No matter if it's only a Citizen, the Highborne cities were always built-in training for defense and capital rights for the noble bred, and thus, even these Citizens can defend their city against outsiders.
