Because we don't want to put the vaccine in the market, running the risk of creating more problems than non-vaccination. So, we prefer to wait and have an authorised vaccine, which will be safe for our people." 12. Cutaway of assembled media 13. SOUNDBITE (English) Androulla Vassiliou, EU Health Commissioner: "When the vaccine is finally in the market, authorised, of course in the beginning, we shall not have sufficient number doses of vaccine to vaccinate all our people. That is why it is necessary for us to decide in advance which are the priority groups, the most vulnerable groups of the people that should be given priority and be vaccinated. And then, of course, when the vaccine is produced in bigger quantities, then all our people may be vaccinated. But in the beginning, we have to give priority to the risk groups." POOL London, UK 14. British Prime Minister Gordon Brown entering news briefing 15. SOUNDBITE (English): Gordon Brown, British Prime Minister: "And I want the public to be reassured that we have been preparing for the possibility of a pandemic for a number of years. We started preparation with the detailed work on the possibilities of pandemic flu. Robust plans are in plans. The NHS (National Health Service) is continuing to cope well, thanks to the sterling efforts of it's staff. But as swine flu cases have started to increase, we need to be able to give antivirals to greater numbers of people, quickly. So from the end of this week, the National Pandemic flu service in England will be up and running. It will quickly diagnose people who have swine flu and it will give them the opportunity to get antivirals direct from local centres. And this, of course, will free up GPs (General Practitioners) and NHS time." SKY London, UK 16.
