To effectively take on Goblu, while being aware of his resistance to ice, you should stick to the same approach you've been using in this area: prioritize Lightning damage. Lune can be particularly advantageous here, with skills like Electrify and Mayhem being especially effective in dealing heavy damage and potentially stunning Goblu. Its melee combo features a rapid, two-hit swing. Pulling off two parries consecutively is a risk worth taking for a powerful counter. Furthermore, when Goblu starts to grow flowers, ensure you use your free aim to destroy the orbs that emerge from them! This is more vital than saving AP for skills. Blue flowers provide Goblu with shields, while red flowers amplify his attacks. However, without these buffs, he is significantly less formidable.
